I agree with the gentleman in that. but I say based on past experience that if we grant sufficient appropriations to the Border Patrol they can do the job we expect of them. The gentleman knows of my friendship for him and my appreciation of him. Actually it seems to me that what the gentleman is contending about is the retirement system. because certainly the gentleman would agree that these people have retired under laws that have been passed by the Congress of the United States. Their services would be valuable in a certain field and they could be brought into the civilian service at slightly less expense than the retirement pay would be. In a way it seems to me it would be foolish to say to them: "We are not going to avail ourselves of your services."
