Passage of this legislation would permit two retired generals to serve as 2 of the 5 Assistant Commissioners of the Immigration arnd Naturalization Service. The present Commissioner. J. W. Swing. is also a retired general. I do not believe that a civilian branch of the Government should have such a large number of military men in key policymaking positions. The law since 1894 has forbidden retired Army officers from accepting civilian employment with the United States Government. That law is particularly sound in relation to the Immigration Service. which involves the direct relationship of the Federal Government with thousands of human beings.
