If you will read the frontpage article of the New York Times of March 14 you will note that District Attorney Edward S. Silver. of Brooklyn. whose office has obtained these convictions. says that the bigger responsibility of avoiding and preventing such largescale fraudulent practices rests in your office. I am sure that Members of Congress will be very interested to know what steps you have taken or what steps you are contemplating in order to prevent further abuses of this sort.
