I wish to make quite clear the way in which I think this whole refugee relief program needs overhauling. There need be no surprise if a program drawn up to meet an unusual situationsuch as the refugee situationdoes not meet the need. But now that it has failed to meet the test of experience. we can take legislative action to modify the act so that it can work more expeditiously. Mr. President. I would like to have printed in the RECORD at this point. as a part of my remarks. the recommendations I made last June 1955 in testimony prepared for the Senate Subcommittee on Refugees. Escapees. and Expellees. My recommendations are directed primarily to Senate bill 1794. introduced by Senators LEHMAN.
