Can we meet this more subtle. more astute challenge if we are told it is not a challenge. but a confession of failure? Mr. President. I ask in all candor. does the skillful way the Soviet Union has posed as the champion of Asiatic peoples represent a triumph for Western diplomacy as Mr. Dulles suggests? It does not.
