I know something of the work of the subcommittee. I know the great dedication and energy with which the Senator from North Dakota has conducted his subcommittee. particularly on matters relating to the refugee program. which. as the distinguished minority leader knows. occasioned considerable discussion and which is now recommended by the President of the United States as an instrument of foreign policy.
