The President has sent to us a recommendation that the Congress study the Immigration and Nationality Act. Then his message states: Pending the completion by the Congress of such study and investigation. it is essential that we take interim measures to alleviate as much as possible inequities in the present quota system. And then the President enumerates for us the interim measures he proposes we take. Some of them are good interim measures.
