May I take the liberty of pointing out. as many of my predecessors have. that the Veterans of Foreign Wars of the United States was founded in 1899 by returning overseas veterans of the SpanishAmerican War. Our membership is now composed of approximately a million and a quarter members in nearly 10.000 posts in every State and Territory and some foreign countries. Membership is restricted to men who have served in the Armed Forces of the United States on foreign soil and in hostile waters during a war. campaign or expedition for which a campaign medal has been issued and are either native or naturalized American citizens. Many national leaders have held high office in our organization and I am pleased to acknowledge one of our able past commanders in chief. Gen.
