It is much cheaper to prevent a war than to fight one. I hope that our country will take what steps are necessary. to prevent the war which is surely coming in the Middle East. rather than have to step into a hot war to help a democracy to defend itself from strangulation. The longer range problems can be approached more deliberately. and I know that in their consideration. our State Department will consider wisely the human needs of the refugees. the shortage of water which affect- all. and the fact that Israel is an existing state. whose borders are as sacred to us as our own.
