That. notwithstanding the provisions of section 212 (a) (9) of the Immigration and Nationality Act. Mrs. Maria Michela Federico may be admitted to the United States for permanent residence if she is found to be otherwise admissible under the provisions of such act: Provided. That .this exemption shall apply only to a ground for exclusion of which the Department of State or the Department of Justice has knowledge prior to the enactment of this act.
