They were victims of an unrealistic and unworkable agreement between Mexico and the United States whereby employment of contract workers was so complicated that most farmers felt compelled to hire illegal workers rather than contract workers. The 83d Congress. 2 years ago. remeo died this situation by passing legislation that makes it possible for the farmers to hire workers who are experienced and readily available. The new law. coupled with the effective administration of the border patrol by Joseph M. Swing. United States Commissioner of Immigration. has remarkably improved the picture as evidenced by the Commissioners report submitted to Attorney General Brownell. Under unanimous consent.
