Mr. Speaker. there has been considerable misunderstanding of the policies of the Department of Labor in connection with the Mexican contract labor program. particularly since this Federal agency must draw upon State agencies for assistance in enforcing the terms of the law. Recently an exchange of correspondence between the Assistant Secretary of Labor in charge of this program and the Secretary of the United States Section. Joint United StatesMexican Trade Union Committee. has come to my attention. In my opinion. this correspondence does much to clarify the official Government policies in this matter.
