I realize that it is late in the session to introduce the bill. but this is the type of bill which should be studied a long time before action is taken upon it. Also. notice should be given to the States which are interested that such legislation will be sought at the next session of Congress. That is my reason for introducing the bill tonight. Rather than read the bill. I shall make a brief statement discussing it. Then I shall proceed to discuss another matter which is of interest to the entire Senate: the subject of the problem of immigration and the refugees.
