Status of Forces Agreement which was agreed to by the Senate on July 15. 1953. defines generally the legal status of the military forces of one NATO power stationed in the territory of another. Even though the subcommittee is concerned only with the provisions relating to criminal jurisdiction. it is significant to note that the agreement covers other important matters. including passport and visa regulations. immigration inspections. the carrying of arms. the settlement of claims. taxes. customs. and foreignexchange arrangements. Article VII. in dividing the jurisdictional areas of the sending and receiving state. made certain offenses subject to the exclusive jurisdiction of each state and others subject to the concurrent jurisdiction of each. In the latter category primary jurisdiction is placed in either the receiving or sending state.
