I think we ought to stop and take a good look at the programs that would be affected by this amendment. There are three main ones from the standpoint of money involved. One is the Childrens Fund. One is the United Nations Technical Assistance Fund. The biggest. Involving more than all the others put together. is the program for relief of the 800.000 or more Palestine refugees. Mr. Chairman. these are programs that the United States would be carrying on. even if no other country gave a dime. because that Is just the kind of country we are and the kind of people we are.
