I was listening carefully to the words of the distinguished gentleman from Minnesota when he .was talking about this new problem of redefection with reference to an attempt by Eatellite states to bring back to Soviet Russia and behind the Iron Curtain refugees who are now on our side. Now. I have never before in my appearance down here attempted to read or presumed to read to the House any written statement. but this deals. as you can surmise. with a subject of such acute delicacy that I am going to read these paragraphs rather than attempt to extemporize upon such a subject.
