Another important point which I wish to reiterate is the fact that the United States guarantees the wages and transportation of these workers. The failure of the United States to follow the procedure referred to above would make it impossible for us to effect restitution from the employers. At the same time. however. the United States would be required. under article 32 of the Migrant Labor Agreement. to pay the threequarter guaranty due the worker because of the premature termination of his contract. Mr. Chairman. what I have just read clearly shows that the adoption of this amendment would not only violate our agreement with Mexico. but would seriously interfere with a program which is at present operating most effectively and successfully.
