We are a Nation dedicated to the idea of providing a land of opportunity for the oppressed of other lands. This has been one of the cornerstones of our democracy and it has helped to make us the great Nation that we are. Today. however. because of the Communist conspiracy. we must examine our immigration policies in the light of a serious security problem. The conflict between our traditional desires and security has created the legislative impasse which now exists. A nonpolitical commission composed of men of unimpeachable reputation should find it possible to take both sides of this controversy into account and report legislation designed to establish a workable policy in both respects. Without such a balanced study our security complex is likely to destroy both our traditions and the high esteem in which we are held by the peoples of other nations because of our traditions. I sincerely hope the Congress will see fit to pass this resolution promptly. The text of my proposal follows: Joint resolution to establish a Commission on Immigration and Naturalization Policy Resolved. etc..
