Let me say to the Senator from Connecticut that the junior Senator from Minnesota fought vigorously against the McCarranWalter Act. and is prepared to fight even more vigorously against it now. and the President of the United States has suggested many changes in it. which suggestions he has submitted to the Congress. What we are really talking about now is the Refugee Relief Act. which was sponsored by the 83d Congress. under a Republican majority. I wish to commend the Senator from Utah . for trying to do the right thing. I primarily charge the administration with failing to have the act properly administered.
