In 1917. the citizens of Puerto Rico were made United States citizens. However. in a Supreme Court decision in 1922. Chief Justice Taft declared that the fact that the citizens of Puerto Rico had been vested with United States citizenship by collective naturalization did not change the status of the island. It remained as the Treaty of Paris had placed it. subject to the sovereignty of. but not constitutionally a part of. the United States. In 1952. the Commonwealth of Puerto Rico was organized by the people of Puerto Rico under a constitution of their own adoption. within the terms of compact embodied in a law enacted by the Congress in 1950. and accepted by a referendum of the people of Puerto Rico.
