I wish that you and all my colleagues here could have heard Mayor Wagner speak. He simply and directly and with heartfelt and moving conviction told the American story. In discussing the immigration of those first 23 Jewish refugees and Peter Stuyvesants attitude toward them and other minority groups. the mayor made a very timely and telling point when he said: History has passed severe judgment on Peter Stuyvesant. Actually. of course. he fell into the common error of officials since time began. he interpreted his mandate too severely. Responsible administration calls not merely for the enforcement of law. it requires intelligent and judicious application of human principles.
