R. 5798 is designed to fit in with any changes in pay structures which might come out of recommendations resulting from this study. Because of the peculiar circumstances of outofregularhours service in meeting and inspecting ships where arrival times are uncertain and the inconvenience to inspectors is out of proportion to hours worked. liberal overtime rates are traditional and warranted. The study of such overtime rates instituted by the President is bound to recognize these unusual factors. but regardless of the outcome of this study. everyone agrees a quarantine inspector should be treated on the same basis as the customs and immigration inspectors because all three services work under identical conditions.
