McLeod has not deliberately sabotaged the act. he and his staff have failed to administer it in such fashion as to achieve its purposes. The solution to this problem would seem to be the severance of Mr. McLeods connection with the program and the appointment of someone who would have the interests of both the United States and the refugees in mind when he sets up the procedures to be followed in implementation of the act. I would suggest that Secretary Dulles give this matter his most serious consideration. In view of the fact that the Refugee Relief Act of 1953 appoints the Administrator of the Bureau of Security and Consular Affairs as the Administrator of the Refugee Relief Act. I am joining with the gentleman from New York. EMANUEL CELLER. in introducing his bill. to amend the Refugee Relief Act of 1953 as amended. in order to give the Secretary the authority to accomplish the step suggested above.
