Mr. McLeods approach has been negative. It seems obvious in light of the facts that have already come out in this investigation that both the administrator and his assistants were not interested in seeing refugees with pressing problems admitted but rather in seeing that. anyone who applied for admission was kept out if there was any slight stain on his record which might be regarded in an unfavorable security light. It is most certainly not my intention to imply in any degree that security is not important. nor that refugees applying for admission should not be given a security check. Obviously these matters must be included in the administration of the whole program. But they should not and must not become the whole purpose of the act.
