The committee concluded that approval or denial of funds for the Departments foreign student program would not have a great impact on the coming of foreign students to the United States. A considerable partmore than onethird of the total foreign student populationof the movement of foreign students to the United States is unrelated to the country programs of the Department of State. For instance. 4.775 students were from Canada. with which the Department of State has no exchange program. a large number were refugee students from IronCurtain countries. including almost 2.500 stranded Chinese students. and an undetermined number were students on immigration visas. who plan to remain in the United States. Such exchanges place a premium on the student who can afford to come to the United States instead of the one who should come. As a result. certain fields in which this Government is particularly interestedfor example.
