Most of the debate on what type of a wheat program we should have has been whether we should have a highloan program or a lowloan program. The certificate plan provisions of this bill offer a compromise and should have the support of both groups. It would provide full parity for a portion of the production and permit the flexible features to apply to the surplus. The certificate plan for wheat should be approved by the House of Representatives as a long step in the direction of providing a practical longrange program for wheat.
