President. Hon. Edward Corsi. special assistant to the Secretary of State on refugee and migration problems. recently spoke at the 25th anniversary luncheon of the National Council on Citizenship and Naturalization at the Hotel Astor in New York City. Over the years Mr. Corsi has served with considerable distinction in a number of positions of important public trust. He is very highly regarded and respected by those who know him in New York State. I commend to my colleagues Mr. Corsis remarks relative to the refugee relief program under the Refugee Relief Act of 1953. and I ask unanimous consent that his address be printed in the Appendix of the RECORD.
