President. we all recognize that there are many difficulties in the way of a settlement of all outstanding problems between Egypt and Israel. These difficulties must be surmounted. one by one. The separate points of tension and controversy need to be resolved. each on its own merits. There is the problem of the refugees. many of whom are now quartered. inadequately and unhappily. in the Gaza Strip in Egypt. There is the matter of the Suez Canal and the right of Israeli vessels to transit the canal without interruption. These are but a few of the problems existing between Egypt and Israel.
