JAvrrs. As I recall it. Congressman WALTER asked me this question at a hearing upon the proposition of moving to liberalize the immigration policy of the United States which I have advocated for a very long time. At that time I said obviously there was nothing in the law which was specifically antiSemitic. but I hastened to add that the law. in my opinion. discriminated against minorities like Negroes and those with Asiatic blood in their veins. and also perpetuated the quota system which discriminates against those who were born in Eastern and Southeastern Europe. and in that respect the law is antiall people who come from those areas. which have traditionally included a good many Jewish people as well as a very great many people of Italian extraction. Greek extraction. Polish and Russian extraction. regardless of wherewhere they may be living now. and in that sense I have been opposed to the McCarranWalter Act. and I still am opposed to it.
