I believe that any cultural exchange between Russia and the United States Is certain to develop in our favor. Within limits. I think such exchanges should be encouraged. Last year the Soviet Union welcomed a group of American student editors to Russla. The United States of America refused to grant visas to a similar group of young Russian students. The reason given was that a provision of the McCarran Act made it impossible to sanction the visas automatically. And neither the Justice Department nor the State Department would take the technical steps needed to circumvent the provision. Somebody was timid on that one.
