It supports well over half a million people. By dint of diligent and persistent effort. over the years. that industry has raised the standard of living of Mexican farm workers to a reasonable level. The operation of the quota system. as presently constituted. however. spells ruin for that great Mexican industry. With present export restrictions in the world sugar market. if the United States does not allow Mexico a more equitable share of its sugar imports. it can only mean ruinous surpluses in Mexico or crippling acreage restrictions. either of which would deprive thousands of Mexican workers of a livelihood. The social and economic impact of such an eventuality upon Mexico should be obvious.
