During the periods of liberty and freedom. the nation made great strides in its economic. educational and cultural growth. and we. in Baltimore. are grateful for the many civic and cultural contributions which its peoples have made to our city. This observance gives us an opportunity to pause and reflect on the suffering of the enslaved Lithuanians and to cofnsider what we. with other free nations. can do to encourage them during this time of oppression. and to bring about their eventual liberation. It also gives us the opportunity to study ways and means of helping them by liberalizing our immigration laws. arranging to accept displaced persons. and investigating further the seizure of the Baltic States by the Soviet Government and the crimes committed against them by that Government. Mr. Speaker.
