With his passing last September the State of Nevada lost one of its greatest leaders. the West lost one of its greatest champions. and our country an outstanding patriot and citizen. There is probably no Member of Congress who has been responsible for more significant legislation than the late Senator MCCARRAN. He was the father of the Civil Aeronautics Act and the Federal Airports Act. He was author of the Internal Security Act. the Administrative Procedures Act. and the Immigration and Naturalization Act. He was foremost in the fight against the subversive forces that threatened our country. It was at his instigation that the Internal Security Committee of the Senate was created.
