I summarized the action of the first session by stating that most of the laws enacted were extensions of the laws of the previous Democratic Congresses with the following exceptions: Public Law 31. the tidelands oil bill. giving the States the submerged lands beneath navigable waters within boundaries of affected Stateswithin the 3mile limit except on the Texas and Florida gulf coasts. 101/2 miles. Public Law 212. the submerged lands amendment confirming Federal jurisdiction over the natural resources of the subsoil and seabed of the submerged lands seaward from historic State boundaries in the Continental Shelf. Public Law 205. authorizing the disposal of the Governmentowned rubber producing facilities. and Public Law 203. providing for the admission of 214.000 refugees and special quota immigrants. As of Friday. August 13. 1954. only 3.734 refugees had been admitted under the provisions of this act. Also during the period of the 1st session of the 83d Congress. numerous commissions were created to report their findings to the Executive and to make recommendations for change in the subject of each assignment. The 2d session of the 83d Congress began with action anticipated to establish the New Look program of the Republican Party.
