Mr. Speaker. I think this bill should stand on its merits and not be opposed by Members of the other side who in general are against the immigration laws. This is a good bill. This will help provide relief to the sheepraising industry in several States in the West. This bill has been referred to as a sheepherders bill. and I wish to say that a sheepherder could very well be classed as a skilled worker. I come from a State where the sheep population has decreased by fortysome percent in the last 15 years. I happen to know that one of the major reasons for this reduction is because the sheep operator is unable to get sufficient help to carry on his business.
