The Senate amendment reads as follows: Provided. That no funds appropriated in this act shall be used to assist directly in the migration to any nation in the Western Hemisphere of any person not having a security clearance based on standards comparable to those standards contained in the United States Immigration and Nationality Act. The House conferees felt that would force other nations to adopt our standards. which was going too far. Therefore. we modified that language to strike out any reference to any particular standards. The amendment now reads: Provided. That no funds appropriated in this act shall be used to assist directly in the migration to any nation in the Western Hemisphere of any person not having a security clearance based on reasonable standards to insure against Communist infiltration in the Western Hemisphere.
