I have sent to the desk another amendment on the same subject. which has been read by the clerk. This amendment is a limitation on an appropriation bill. and I have been so informed by the Parliamentarian. Mr. President. this amendment would provide that none of our contributions to the Intergovernmental Committee for European Migration shall be used to assist any person to migrate to the Western Hemisphere who does not have a security clearance based on standards comparable to those in the United States Immigration and Nationality Act. Mr. President. this amendment follows the principle of the great Monroe Doctrine.
