Speaker. I have Just finished reading Mr. McLeods second semiannual report submitted to the Congress on the operations undertaken under the Refugee Relief Act of 1953. I find that this document presents all manner of excuses for the complete failure of the program as envisaged by the President and the Congress. which program was entrusted for his tender consideration. One of the main features of the act was "to rescue escapees from behind the Iron Curtain." The President called the bill an act of humanitarianism. as well as a weapon in the cold war that we are waging against Soviet communism.
