Mr. Speaker. the President has finally realized that operations under the Refugee Act of 1953 have failed. He issued a proclamation asking aid from 48 governors. What the President did not reveal was that the Refuge Act is entirely too restrictive and that under its administrator. Scott McLeod. the goal of admission of 211.000 refugees will never be achieved. One year has passed and only a trickle of DPs have actually arrived in the United States. Only 7.000 visas have been issued abroad but these primarily cover preferred classifications under the statute. Most of these are still In Europe. Only 2.200 refugees have arrived in this country. The duration of the act is 3 years. One year has gone by already.
