Mr. Speaker. approximately a year and a half ago the President urged the Congress to enact emergency legislation to admit 120.000 refugees. escapees. and distressed persons in friendly European countries to the United States. The President pointed out that it is imperative that we join with other nations in helping to find a solution to the grave problem of homeless and distressed persons and population pressures. He stated: These refugees. escapees. and distressed peoples now constitute an economic and political threat of constantly growing magnitude. They look to traditional American humanitarian concern for the oppressed. International political considerations are also factors which are involved.
