When this matter was presented to our subcommittee. it was on the basis primarily of a program of military assistance for this part of the world. Then the day before we had our markup session. the truce in China came along which. of course. changed the whole concept of the kind of program which was going to have to be carried on there. The language we heard was. "Well. yes. we are not going to be able to use this amount of money for military assistance. but we are going to have a great number of refugees"which by some magic suddenly became the responsibility of the Government of the United States to handle. And this was the money which was to be used for that purpose. I am aware that I am talking about a very critical area of the world. but this amendment does not strike out the appropriation for it.
