In 1932. my bill to deport and exclude Communist aliens .passed the House of Representatives but was stymied in the Senate by the liberal bloc headed by Senator La Follette. At that time. there were only 20.000 Communists in the United States and 90 percent of them were aliens. If my bill had become a law. these Communists would have been deported and the thousands who came after 1932 would have been excluded. The Communist conspiracy would have been nipped in the bud. In the committees report filed on January 3. 1939. is the following finding: The committee received considerable evidence of the activities of Communist. Nazi. and Fascist aliens in the United States. It does not seem that these aliens experience any difficulty in entering the United States or remaining here after entrance. A large part of unAmerican activities is inspired and carried on by these aliens. * * * The committee believes that it will be difficult to ever cope with unAmerican activities and propaganda in this country so long as the Department of Labor follows its present policy with reference to deportation. The laxity with which the Department of Labor deals with alien agitators would be unbelievable if we did not have before us the most convincing proof. * * * We further believe that greater care should be exercised in permitting aliens to enter the United States to the end that aliens who believe in or advocate communism. fascism. and nazism will be excluded. In the committees report filed January 3. 1940. we recommended: The mandatory deportation of aliens who advocate any basic change in the form of our Government. the enactment of legislation to stop all immigration from foreign countries that refuse to accept the return of their nationals found under American law to be deportable from this country. Another cause of Communist strength and success in the United States was the infiltration of labor unions and seizure of control. Through these labor unions Russia was able to wield great political influence.
