I believe that helping these unfortunates to get a new home and a new job will give them a stake in our system and our way of lifea stake that they will find it worthwhile to defend. I believe that adoption of this amendment will help Mr. Adenauer get the needed mass support for the democratization and western orientation of his nation. and will help to defeat the psychological and subversive threat that communism poses in its appeals to these homeless and hopeless refugees. If the amendment does this. we shall have helped strengthen our western defense structure and. in the long run. the defense of our own country. With the $250 million that the German Government will be able to borrow in this country in the free capital market. If interest is declared tax exempt. about 75.000 homes could be built. housing about 300.000 refugees. Thus we shall have started a new trend in that our assistance will go. not from government to government. but from our people. who buy these bonds. directly to the people who are most deserving of our help.
