I am very glad. indeed. that the committee has agreed to take this amendment to conference. I very much hope it will be agreed to. I have had a great deal of experience in connection with this subject. Some of the States have established on a voluntary basis certain departmental agencies to care for this situation. There are more than a million farmlabor migrants in this country. and they are all American citizens. I do not want any misunderstanding or confusion to take place in regard to the position of these men and women as compared with that of the socalled wetbacks. These people are American citizens.
