They have lessened the examination of baggage and are using a spotcheck system which definitely increases the odds for a smuggler and decreases protection to the public. They are reducing the percentage of mail packages examined to an insignificant figure. Approximately 95 percent are being passed without examination. Customs port patrol force has been cut in half within the last few years and the border patrol was abolished a few years ago. Inspectors are being transferred from big city ports to vacancies in other places rather than fill these vacancies locally. Although this is supposed to be done in the interests of economy. it could be of great aid to the Communists.
