Does the Senator from New York realize that the sheep raisers of Utah. Nevada. and other States have large flocks of sheep which require attention by herders on the range in summer and winter? They have tried to find persons in many other countries. including refugees. who would be willing to come to the United States and herd the sheep. but it has not been possible to obtain them. The only ones whom they have been able to find. who are willing to come to the United States to do this work. are the Basques from Spain. Unemployed persons in the United Statesand I say this advisedlyare unwilling to take jobs as sheepherders.
