The Congressmen included in their program many provisions to reduce ba rriers to foreign trade including removal of all tariffs on strategic minerals and metals. extension of the reciprocaltrade program with added powers for the President to remove completely tariff barriers on selected items. and repeal of the perilpoint provisions of existing law. The group also concluded that "now is the time to expand. not contract. our foreign aid and assistance programs to aid other nations." Also contained in the program of the Democrats was a National Health Insurance Act providing for compulsory health insurance for all workers to be supported by a combination of joint employeremployee contributions and tax revenues. repeal of the TaftHartley Act. a mandatory farm pricesupport program but with the additional authority to make production payments in addition to commodity loans and purchase agreements similar to the provisions of the Brannan plan. drastic revision of the McCarranWalter Immigration Act. Federal aid to education. a strong antimonopoly program which would preserve competition throughout the economy and prevent the functions of Government from being subsumed by big business. a fullemployment program. the extension of unemployment benefits to Government employees. the establishment of an FEPC. Federal poll tax legislation. and the establishment of a joint committee to investigate subversive activities to replace the multitude of committees now purporting to investigate such activities but which pay greater attention to newspaper headlines than to the propriety of their inquiries and the civil rights of their witnesses.
