It would depend on the amount of money. Maybe the trucks and passenger cars would not be first at all. Maybe naturalization examiners. It purely depends on the amount of additional funds. if any. Mr. President. that clearly Indicates the point of view of the persons who are administering the act. I again remind the Senator from New York that a study is in progress on this subject. and it may be that. as a result of the study. some additional funds for the border patrol will be requested. but at the moment those administering the act take the position which I have just quoted. as does the Department of Justice. and the evidence supports them. If conditions should change as a result of the survey. I will say to the Senator from New York that I have an open mind on the subject.
