I congratulate the gentleman on the statement he is making. I shall support his amendment. which restores to the bill the amount requested by the President in his budget message to the Congress. The problems facing the million migrant agricultural workers who are citizens of the United States are real. These workers are essential to our national economy. For many years the plight of thesi workers has been studied. Government reports have been written. recommendations have been made. and yet no action to improve the situation has been taken. Many of these migrant workers have no home. and. in fact. no rights as citizens. their children receive little or no education. many of them are truly the unprotected people of America. The committee was right in pointing out that many agencies of Government are doing work in this field. However. the old adage. "What is everybodys business is nobodys business" certainly is true when it comes to migrants. The President has proposed that the Labor Department assume that responsibility by getting the various agencies of Government to work as a team in giving attention to the problems of these workers. Migration is an interstate as well as an intrastate problem.
