American Friends Service Society. Church World Service. Hebrew Immigrant Aid Society. and other similar organizations which assisted in the administration of the displaced persons program. stand ready to cooperate to the fullest extent in the operation of this program. President Eisenhower himself had indicated his interest in the emergency refugee legislation. and had expressed the hope that these refugees would be admitted without delay. The Congress echoed the Presidents sentiments when it passed this legislation. and the responsibility for administering it effectively and efficiently now lies with the Department of State. That responsibility must be discharged. and I urge the appropriate - agency to take the necessary steps to put the program into full operation without further delay.
